Wicked problems
AI algorithms are embedded in governmental systems to streamline large amounts of data for decision-makers.
In the "Toeslagenaffaire” parents were accused of making fraudulent child benefit claims because of unregulated algorithms in the public sector which exacerbated racial discrimination.
The lack of accountability in the ”Toeslagenaffaire” came from the impression that algorithms are black boxes with little hope for supervision or regulation in mind. The algorithm is seen akin to a tameable (super)natural phenomenon, rather than a man-made tool.
User research
''As a dutch citizen, I expect to have clarity on the process (from the GA's platform) so I can predict how much time it takes to fill out an application, benefit from accessible design and preferably have a fully digital experience.'' (Jos de Boer - 40yrs male)
''When I apply for a dutch governmental service, I want to have an automated experience that works as expected so I can receive the service with the least data share possible.'' (Jos de Boer - 40yrs male)
Design solution
Smart Contracts allow the storage of data in a decentralised and transparent way so citizens can feel empowered and regain trust in the municipality. Those self-executing contracts on blockchain become active when predefined conditions are met, thus ensuring transparency, security, and automation in the making of agreements.
